The short answer
Estero and Cape Coral are both in Lee County. So the county tax lines, the school district, and the property appraiser are the same. The big difference is the city layer on top.
Here's what's important. Estero is a small village with a very low city tax rate. Cape Coral is a big city with a higher rate, a fire fee on every parcel, and in some areas a utility assessment that can sit on the tax bill for years. In exchange, Cape Coral gives you canals and boat access that Estero mostly cannot match.
If you want the boat in the backyard, look hard at Cape Coral. If you want a lower city tax line and you live your life around U.S. 41, Coconut Point, and I-75, look hard at Estero. If Bonita Springs or Naples are also on your list, read our Estero vs Bonita Springs vs Naples comparison too.
Same county, different city
Estero is a village in Lee County, incorporated in 2014. The U.S. Census Bureau counted 36,939 people in 2020 and estimates 38,365 as of July 1, 2025 (U.S. Census Bureau QuickFacts).
Cape Coral was incorporated in 1970. The city covers 120 square miles and calls itself the third largest city in Florida by land area (City of Cape Coral 2024 Popular Annual Financial Report). The Census counted 194,016 people in 2020 and estimates 236,264 as of July 1, 2025 (U.S. Census Bureau QuickFacts).
So what? Cape Coral is about six times the size of Estero by population. That shows up in the budget, the services, and the tax bill. If you are also weighing the other side of the river, our Fort Myers vs Cape Coral post covers that matchup.
One more thing about Estero. An Estero mailing address does not always mean you are inside the Village. Engage Estero lists communities like Corkscrew Shores, The Place, and Kingston as unincorporated Lee County, even with Estero addresses (EsteroToday by Engage Estero, current as of October 16, 2024). Homes outside the Village do not pay the Village tax line, so check the bill for the exact address.
The tax rates, side by side
These are the city and fire layers each place adopted for the 2026-27 budget year.
Estero
- Village of Estero: 0.7300 mills, adopted September 23, 2026, unchanged from last year and 0.49% below the rolled back rate of 0.7336 (Village of Estero FY 2026-27 budget summary; Lee County Property Appraiser TRIM data).
- Estero Fire Rescue District: 2.288 mills, adopted September 24, 2026. It is an independent district with its own line on your bill (Estero Fire Rescue board minutes).
Cape Coral
- City operating: 5.1471 mills, adopted September 24, 2026, 1.35% below the rolled back rate of 5.2174 (City of Cape Coral Ordinance 47-26; Cape Coral Breeze, September 28, 2026).
- Parks bond debt: 0.1554 mills (City of Cape Coral Ordinance 47-26).
- Fire service assessment: this is not based on your taxable value. For FY 2027 it is $341.63 per parcel, plus $3.16 for every $5,000 of structure value. The city's estimate for an average single family home is $515.43 a year (City of Cape Coral assessments page; Resolution 223-26).
What that looks like per $100,000 of taxable value
This is simple math on the adopted rates above. It is not a full tax bill.
| Line | Estero (inside the Village) | Cape Coral |
|---|---|---|
| City operating | $73.00 | $514.71 |
| Fire | $228.80 (fire district) | Separate fire assessment, $515.43 for the city's average single family home |
| City debt | none listed | $15.54 |
So what? On the city and fire layers alone, a home inside the Village of Estero pays about $301.80 per $100,000 of taxable value. A Cape Coral home pays about $530.25 per $100,000 on the city lines, and then the fire assessment on top. Lee County, the school board, and other district lines come on top of both and are not compared here.
Here's what's important. Never guess at a tax bill. Pull the current bill for the exact address from the Lee County Tax Collector and read every line. In Cape Coral that includes non ad valorem lines like the fire assessment, stormwater ($163 per ERU for FY 2027), and solid waste (City of Cape Coral assessments page). Our post on understanding your TRIM notice walks through how. Amendment 3 on the November 3, 2026 ballot could change homestead exemptions starting in 2027; our Florida Amendment 3 explained for SWFL homeowners post walks through what is on the ballot.
The Cape Coral line item buyers miss: UEP
Parts of Cape Coral were built on wells and septic. The city's Utilities Extension Project, or UEP, brings city water, sewer, and irrigation to those areas. The cost is paid by the properties that benefit, through special assessments (City of Cape Coral UEP FAQ).
Here is how it works, per the city:
- If you do not prepay, the assessment is paid in yearly installments on the property tax bill, over periods like 20, 25, or 30 years.
- In most cases the assessment stays with the property when you sell. Some lenders may require it to be paid in full.
- Once lines are available, developed homes must connect within 180 days of the Notice of Availability.
- The plumber's connection is a separate cost. The city says recent North 2 UEP connections ran roughly $2,000 to $2,500, plus permit and meter fees (same FAQ, rates subject to change).
So what? Two Cape Coral homes on the same street of canals can have very different tax bills. One may have a UEP assessment and one may have paid it off. Look for it on the bill, or check the city's Property Checkbook tool, before you write an offer.
Estero does not run its own water and sewer utility, so there is no city UEP. Water and sewer in Estero come from one of two utilities, and Williams Road is the dividing line. The area north of Williams Road is served by Lee County Utilities. The area south of Williams Road is served by Bonita Springs Utilities (Village of Estero Infrastructure Element Data and Analysis, 2018; Bonita Springs Utilities service area, which includes a portion of the Village of Estero). So check the provider, and any utility charges, for the exact address.
Water and boating
Cape Coral has over 400 miles of canals, and many of them have direct access to the Caloosahatchee River and the Gulf (City of Cape Coral boating page). Not every canal is Gulf access. The city also has a freshwater canal network, which it uses as a source of irrigation water (City of Cape Coral UEP FAQ). Our Cape Coral waterfront and dock guide covers how to check.
Estero sits near Estero Bay, but it does not have a canal system like Cape Coral's. If boating is the whole point of the move, that one difference may decide it for you.
Storm surge: neither one is off the hook
In Hurricane Ian, the National Hurricane Center reported maximum inundation of 6 to 9 feet above ground in Pine Island, Cape Coral, and other communities along the mouth of the Caloosahatchee. In Estero, Bonita Beach, Bonita Springs, and North Naples, it reported 8 to 12 feet (NHC Tropical Cyclone Report, Hurricane Ian).
So what? That does not mean every home flooded in either place. It means water risk is about the exact street and the exact elevation, not the town name. Check the flood zone, the elevation, and the storm history of the address. Our post on flood insurance cost in Estero shows what to ask for.
Getting around
Cape Coral is across the Caloosahatchee from Fort Myers. Two of the main crossings, the Cape Coral Bridge and the Midpoint Memorial Bridge, are Lee County toll bridges, $2.00 each way for a car with a transponder (Lee County LeeWay). If you work in Fort Myers, Estero, or Naples, drive that commute at rush hour before you buy.
Estero sits along U.S. 41 and I-75, between Fort Myers and Naples. That location is a big part of why people pick it. It also means traffic in season. Our post on Estero traffic, Corkscrew Road, and I-75 covers what is being built.
Who each place fits
Cape Coral may fit you if:
- You want a canal home and a boat.
- You like a big city with lots of single family streets to choose from. The city was pre-platted lot by lot as a master planned community (City of Cape Coral 2024 PAFR).
- You are fine checking every bill for the fire assessment and any UEP assessment.
Estero may fit you if:
- You want a low city tax line.
- You want to be between Fort Myers and Naples, near I-75.
- You want to choose from Estero communities with golf and amenities. Our best neighborhoods in Estero post breaks them down.
On prices: I am not putting a median sale price in this post. A single median for a city of about 236,000 people and a village of about 38,000 does not tell you much about the homes you are actually looking at. Ask us for matched comps instead.
If you are buying
- Decide first if you need Gulf access water. That narrows it fast.
- Pull the current tax bill for every address on your list and read every non ad valorem line.
- In Cape Coral, ask if the home is in a UEP area and if the assessment is paid off.
- In Estero, confirm if the home is inside the Village or in unincorporated Lee County.
- Check the flood zone and elevation for the exact address.
If you are selling
Buyers will compare your bill to the one across the river. If your Cape Coral UEP assessment is paid off, say so. If your Estero home is inside the Village, that low city line is worth showing. Want a starting number? Get a home value estimate.

Frequently asked questions
Are property taxes lower in Estero or Cape Coral?
On the city and fire layers, homes inside the Village of Estero pay less. The Village rate is 0.7300 mills and the Estero Fire Rescue rate is 2.288 mills. Cape Coral's city rate is 5.1471 mills plus 0.1554 for parks debt, plus a fire assessment. Lee County and school board lines come on top in both places (sources below).
Are Estero and Cape Coral in the same county?
Yes. Both are in Lee County.
Does Cape Coral have more waterfront homes?
Yes. Cape Coral has over 400 miles of canals, many with Gulf access (City of Cape Coral). Estero does not have a canal system like that.
What is a UEP assessment in Cape Coral?
It is a special assessment for city water, sewer, and irrigation in areas that were on wells and septic. If not prepaid, it is paid yearly on the tax bill and usually stays with the property when sold (City of Cape Coral UEP FAQ).
